What Is Frontline Workforce Management?

Frontline workforce management is how an organization schedules, informs, trains and directs the hourly employees who work in stores, warehouses, restaurants, hotels and care facilities, and how it confirms their work gets done. It covers the schedule and everything that happens during the shift.

That second part is where most organizations fall short. Workforce management (WFM) software was built to forecast demand, build schedules and track time, and it does that well. But a schedule says who is working, not what they should do once they arrive or whether they’re trained for the task in front of them. For an hourly workforce spread across hundreds of sites, those gaps decide how the shift goes.

How Is Frontline Workforce Management Different From WFM?

WFM software plans labor. Frontline workforce management runs the shift that labor plan produces, which means connecting the schedule to the communication, tasks and training employees need while they work. Many large employers keep their WFM system and add a frontline platform on top of it.

What WFM Covers and What the Frontline Still Needs
Area WFM system Frontline workforce management adds
Scheduling Forecasts demand and builds the schedule Shift swaps, open shifts and availability updates on the employee’s phone, written back to the WFM
Communication Not covered Updates targeted by role, location and certification
Tasks Not covered Work assigned to the people on shift, with proof of completion
Training Not covered Short lessons on mobile, with completions that can open up new shifts
Time and pay Tracks hours and feeds payroll Limits work features to paid time, so tasks and messages don’t create off-the-clock hours
Performance Labor cost and schedule adherence Task completion, compliance and engagement in the same view managers already use

Why Is Managing a Frontline Workforce So Hard?

Scale is the first reason. In 2024, 80.3 million U.S. workers were paid hourly rates, 55.6% of all wage and salary workers, according to the Bureau of Labor Statistics. Frontline employees rarely sit at a desk, and many don’t have a company email address, so tools built for office staff often miss them.

Turnover keeps resetting the work. In 2025, an average of 2.6% of retail workers quit their jobs each month, according to the Bureau of Labor Statistics, compared with 2.0% across all industries. Every departure means another new hire to schedule, train and bring up to speed, often by a store manager who is already stretched. We cover the causes in How to Reduce Employee Turnover in Retail.

The third reason is the number of systems involved. A typical frontline employee might check one app for the schedule, a group chat for updates, a binder for procedures and a separate portal for training. Every extra login is a place where information gets missed, and every group chat is a conversation the company can’t see or govern.

What Does Frontline Workforce Management Include?

Five areas make up most of the work, and most problems start in the gaps between them.

Scheduling and shift flexibility

The schedule comes from the WFM system and starts changing the moment the week begins. When employees can swap shifts, pick up open shifts and update their availability from their phones, within rules managers set, fewer shifts go uncovered and fewer changes run through texts and phone calls. Those changes need to write back to the WFM so payroll and compliance stay accurate, especially in cities with fair workweek laws.

Targeted communication

Frontline employees tune out messages that don’t apply to them. Communication works better when each update goes only to the roles, locations and certifications it concerns.

Travel Centers of America runs convenience stores, quick-service restaurants, fuel stations and repair shops under one company. TA uses WorkJam employee communications to send each update to the right audience in a few clicks, whether that’s a QSR associate, a mechanic or a cashier.

Tasks and execution

Work assigned to the people on shift, with instructions and photo proof attached, gets done during paid hours and leaves a record managers can check.

Tasks can also start from events in other systems. One enterprise retailer connects Qualtrics customer feedback to WorkJam, so when a customer satisfaction score drops, a task reaches the right associate or manager within minutes to investigate and respond. The same approach works for operational signals: once footfall passes a set threshold, a task to refresh the fitting rooms can go out automatically. Our guide to store task management covers assignment, tracking and proof in more detail.

Training in the flow of work

Hourly employees rarely have time for long courses. Short lessons on mobile, completed between or during shifts, fit the way they work. When training completions connect to scheduling, an employee who finishes a certification can become eligible for shifts that need it, without a manager updating a spreadsheet.

Performance visibility for managers

Managers need to see task completion, compliance, shift coverage and engagement without opening four dashboards. When those numbers sit in the same app they use to run the shift, they’re easy to check between other work.

At Marks & Spencer, managers using WorkJam task management save an average of 45 minutes per week because KPIs and task completion data appear in one place. Across 4,500 managers, that adds up to more than 3,300 hours a week reinvested in coaching staff and serving customers.

What to Look for in Frontline Workforce Management Software

Frontline workforce management software ranges from single-purpose apps for scheduling or messaging to platforms that connect all five areas. The questions below show which kind you’re looking at.

Questions to Ask Frontline Workforce Management Vendors
Requirement Question to ask
WFM integration Do shift swaps, open shifts and availability changes write back to our WFM system, or only read from it?
Targeting Can messages, tasks and training be targeted by role, location and certification?
Automation Can events from other systems, such as POS, customer feedback or sensors, create tasks automatically?
Paid-time controls Can access to work features be limited to scheduled shifts or the work site?
Governance Are there role-based permissions and an audit trail for messages, tasks and shift changes?
One app Do employees see their schedule, tasks, training and messages in one place?
Manager visibility Can managers see task completion, compliance and shift coverage for their site in real time?

How WorkJam Approaches Frontline Workforce Management

WorkJam is the complete AI frontline operations platform. It takes the schedule from WFM systems such as UKG, Blue Yonder and ADP, writes shift changes back to them, and connects that schedule to communication, task management, training and audits in one app employees use every shift.

WorkJam calls this approach Workforce Orchestration®: coordinating people, work and data across systems so each shift runs to plan. Integration Hub and Task Connect tie workflows into existing WFM, POS, ERP and IoT systems, so employees work from one task list while the data flows back to each system of record. Admins can build and target communications in a few clicks. Role-based permissions and audit trails keep that governed, while shift and location controls keep work features inside paid time.

Frequently Asked Questions About Frontline Workforce Management

What is frontline workforce management?

Frontline workforce management is how an organization schedules, informs, trains and directs its hourly frontline employees, and how it confirms their work gets done. It covers the schedule and everything that happens during the shift, including communication, tasks and training.

What is the difference between WFM and frontline workforce management?

Workforce management (WFM) software forecasts demand, builds schedules and tracks time for payroll. Frontline workforce management builds on the schedule to run the shift itself, connecting it to communication, tasks, training and performance data that WFM systems don’t cover.

Who are frontline workers?

Frontline workers are employees who deliver a company’s products or services in person, usually on shifts, such as retail associates, warehouse workers, restaurant staff, hotel employees and nurses. Most are paid hourly and don’t work at a desk. Read more in What Is a Frontline Employee?

Does frontline workforce management software replace WFM?

No. Large employers typically keep their WFM system for forecasting, scheduling and timekeeping. Frontline workforce management software sits on top of it, delivering the schedule to employees, handling shift changes and writing those changes back to the WFM.

What is workforce orchestration?

Workforce orchestration is the coordination of people, work and data across systems so that each shift runs to plan. In practice, events such as a drop in customer satisfaction scores or a spike in store traffic create tasks automatically and send them to the right people on shift.

How does frontline workforce management help reduce turnover?

Hourly employees are more likely to stay when they have notice and control over their schedules, training that gets them up to speed quickly, and managers with time to coach. Frontline workforce management supports all three by moving shift changes, training and routine coordination into one app.
